보건복지부에서는 국민건강보험법 시행규칙과 장기 체류 재외 국민, 외국인에 대한 건강보험 적용기준을 2021년 1월 15일 금요일부터 2월 15일 월요일까지 입법, 행정예고할 계획에 있습니다. 이에 의거하여, 외국인유학생은 2021년 3월 1일부터 건강보험 당연가입 대상으로 포함되어 보험에 의무가입해야 하므로 아래의 내용을 사전에 숙지하시기 바랍니다. 

Ministry of Health Welfare is now implementing a new law concerning Mandatory National Health Insurance Plan for all international students studying in Korea registered as D-2 and D-4 status and this new policy change will be in action as of March 21, 2021. So please be aware of the below provided information to aviod any confusion before the new semester starts.   

[가입대상 및 시행사항: Target and Implementation]
- 6개월 이상 국내체류 외국인(D-2, D-4 유학생 모두 포함) 등 건강보험 당연가입 의무화 
  Foreign national residing in Korea for more than 6 months including D-2 and D-4 students are targets of this Mandatory National Health Insurance Plan
- 소득, 재산파악이 곤란한 외국인은 건강보험 전체가입자 평균 보험료 부과 
  Foreign national without regular income and asset will be charged a minimum premium insurance fees monthly 
- 건강보험료 체납내역을 체류기간 연장신청, 체류기간 심사 시 반영 
  Foreign national defaulting on National Health Insurance fees will have negative impact on ARC application/extension process 
- 의료공백이 발생하지 않도록 입국일로부터 건강보험에 당연가입하는 것이 원칙 
  Foreign national must join the public health insurance plan from the arrival date 


[평균 보험료 관련 참조사항: Minimum Premium]
2020년 12월 기준 가입자 평균 보험료: 123,080원
2021년  1월 기준 가입자 평균 보험료: 130,790원 (*매월 기준금액 변동, monthly rate vary)
*2021.03.01.~2022.02.28.에는 가입자 월 평균 보험료의 30% 적용 부과하게 되므로, 대략적인 외국인유학생 개인 부담금은 매월 약 40,000원(연 480,000원)으로 추정됩니다.
*2022.03.01.~2023.02.28.에는 가입자 월 평균 보험료의 40% 적용 부과, 2023.03.01.~2024.02.28.에는 가입자 월 평균 보험료의 50%로 부과율이 매해 각각 높아질 예정입니다.

As of Jan 2021, the minimum premium of the public health insurance is KRW 130,790 and for Year 2021 for instance, all international students will be charged 30% of the minimum premium for monthly payment, which is around KRW 40,000 per month and KRW 480,000 per year. For Year 2022 the rate goes up to 40%, and for year 2023 up to 50%. 


[적용내용(예상안): Possible Application]
- 즉시 가입대상: 대학원 소속 외국인유학생(신입생, 재학생, 수료생) 중에서 2021.03.01.자 외국인등록이 이미 완료된 자 
- 사후 가입대상: 대학원 소속 외국인유학생(신입생, 복학생, 수료생) 중에서 입국 후 외국인등록이 필요한 자 

It is likely that international students who already have ARC and its number valid as of March 1st, 2021 with remaining study/research days in Korea will be informed and have to join the health insurance coverage starting from the very date, whereas students who are not registered as resident(without ARC and its number) as of March 1st, 2021 will have to wait for further guidance.
